13/05/2020 Update: House moves and viewings in England removed as non-essential travel under new lockdown rules

Hundreds of thousands of people have been unable to move

Up until now, since the beginning of the lockdown, buyers and renters were told to avoid and delay moving. It has been reported that approximately half a million buyers and renters were affected by the lockdown as the lockdown put their plans on hold. Property investors and buyers were told to do virtual viewings online in line with the lockdown measures.

Fall in house prices predicted by industry experts

Lloyds Bank predicted a 5% decline in property prices by the end of the year, whilst Knight Frank forecasted a 7% fall.

Newly updated lockdown regulations presented to parliament yesterday

The ruling has officially been lifted as of today after seven weeks of strict lockdown. The Health Protection (Coronavirus, Restrictions) (England) Regulations 2020 state that people are allowed “to undertake any of the following activities in connection with the purchase, sale, letting or rental of a residential property”.

Housing Secretary Robert Jenrick said: “I am announcing new guidelines to allow the housing market to resume. Our clear plan will enable people to move home safely, covering each aspect of the sales and letting process from viewings to removals.”

Estate and lettings agents allowed to be opened

Under the new lockdown regulations, potential sellers, buyers, and renters will also be allowed to visit estate agents and letting agents. Potential buyers and renters are also allowed to visit show-homes and view properties to buy or let.

Who else can work?

The new regulations have also allowed removal companies, surveyors, and tradesmen to visit homes, provided that they adhere to health guidelines.

“This critical industry can now safely move forward, and those waiting patiently to move can now do so,” Housing Secretary Robert Jenrick added.

Only England was mentioned in the new regulations

Property markets in Scotland, Wales, and Northern Ireland remain on strict lockdown as leaving the house for property related affairs are still considered non-essential travel. Land registries are either running at reduced services or not logging new transactions at all for the other three nations.
